Township supervisors on Aug. 13 approved a request of Dallas Area Municipal Authority on behalf of King’s College to be a conduit issuer in the college’s endeavor to refinance bonds notes.

The authority will also need to procure approval from Dallas Borough and Dallas Township for approval of the request to be finalized.

Solicitor Benjamin Jones emphasized the action would result in no financial liability on the part of the Kingston Township or the authority.

“A statutory wall would preclude recourse against the township or the authority even in the event of default,” said Jones.

Jones noted King’s College had recently acquired several pieces of significant real estate, procuring added housing and parking for its students.

In another matter, the board authorized township manager Kathleen Sebastian to seek requests for proposals for internal auditing services for performance of its annual audit.

Sebastian was also authorized to seek requests for proposals for engineering services to complete its annual MS4 report pertaining to the Municipal Separate Sewer System as required by Pennsylvania Department of Environmental Protection.

Release and Right of Entry agreements were also approved, authorizing execution of documents required to approve township participation in the Luzerne County Spot Slum and Blight Clearance Program.

The board authorized assistance from Barry Isett & Associates to apply for grant funding from the Commonwealth’s Financing Authority’s Alternative and Clean Energy Grant Programs, at no cost to the township.

Sebastian said, in light of the competitiveness of grant procurement, professional direction on the project would be prudent. She noted, if the grants were procured, Isett Enginnering would be considered for, but not guaranteed, the project.

In other business, the board approved …

* Its manager and wolicitor to draft an ordinance pertaining to use of fireworks.

* The retention of PennPRIME as its insurance carrier for Public Officials and Law Enforcement Liability Insurance at an annual cost of $15,618.

* Attendance of its manager and assistant manager’s attendance at PennPRIME Annual Membership Meeting and Risk Management Conference in State College at no cost to the township.

A request for the purchase of a replacement garage door opener for the public works building in an amount not to exceed $950.

* A request from the Lands at Hillside Farms for the Kingston Township Police Department to perform traffic control services for the 2014 Fall Fest on Saturday, Oct. 4 and Sunday, Oct. 5.

The next public work session of Kingston Township Board of Supervisors will be held at 7 p.m. on Monday, Sept. 8 in preparation for the next regular meeting held at 7:30 p.m. on Wednesday, Sept. 10.
